Update rqcstats

Matthew Mingay requested to merge update_rqcstats into main

Update RQCstats.py and RQCstats_OLD.py to Daniel Peterson's version. Update executables jamo_report and RQCstats to bind analyst config file to home/.local/ to make these scripts work.
