Updated asm_release language

This is the last email from Kerrie with what should be included in the asm_release:

Hey Kurt! The PMO is looking at the asm_release emails & trying to include info about JGI data policies. I looked at GAA-14466, the last time we were doing this & I think the info added back in 2021/2022 may have dropped off along the way. At least it's not in the release email. Here's the info Christa/Tanja are recommending we include:

The data are available on the JGI Data Portal. Access to the portal is available by using your JGI login; if you have not yet registered, please do so at: https://contacts.jgi.doe.gov/registration/new.
